Fix a bug where data_override does not work #131

Fix a bug where data_override cannot load external sst correctly in the case of SHiELD. It turns out that "mode" needs to be specified when fms data override is initialized. This fix is provided by @lharris4 .

No problem! I just fell into the same pitfall again, so I think it's best to submit a PR to fix it.
