This PR serves as the initial implementation of launching .ipynb files from the MDTF framework.
Changes:
'.ipynb': 'jupyter' was added to self._interpreters in pod_setup.py
logic was added to environment_manager.py to implement jupyter command-line execution.
required files for PODs added to example_notebook/
