Updates For parallelworks #7

This fixes the shebang problem described in #6 .

The intel.mk file is updated to be more useful for systems without csh and to use nf-config and nc-config if they are available on the system. This is needed to work in an HPC-ME container.

@laurenchilutti please test this on gaea and other platforms to make sure it still works.

I am going to wait to merge this until I have tested on Gaea and we get a successful build on Parallelworks.
