This PR adds new runtime parameters to restrict the transport out of cells
with miniscule ice masses and to prevent the formation of very small fractional
ice coverage in some categories. These options should help avoid some problems
that had been arising with tracer transport in and around categories with tiny
masses. There were also some minor changes to help detect unused parameters.
By default there are no changes to answers, but there are new entries in
