Answers change with RESCALE_POWER and Icepack ridging #152

These change answers:

Z_RESCALE_POWER = 11 L_RESCALE_POWER = -5 T_RESCALE_POWER = 11

but not:

R_RESCALE_POWER = 14 Q_RESCALE_POWER = 23

Are the calls to Icepack meant to be done in MKS units or scaled units? What was the plan? There's a new mu_rdg variable for the newer ridging scheme in units of m^0.5. How do you scale that?
