Add a fre make workflow for testing

When #142 and #179 are done, a new workflow for fre make should be added.

@rem1776 needs create a github platform in the platform.yaml used by the null model.

@rem1776 to create the workflow. Please work with @kiihne-noaa to get the list of tests/commands to be run.

Tests should include the expected failures as well
