Rename ppan.cylc to ppan_test.cylc #23

this new file site/ppan_test.cylc will be the home for ppan_test platform-specifics.

old file site/ppan.cylc to be home of non-epmt things

current pp/an configurations use ppan site so the default will be off, which is what we want for now
