Align GEOS wrapper API to GEOS new call

Purpose

Made changes to be GEOS wrapper to match optimization done on GEOS for the Fortran <> Pace bridge that moves most of the data transformation on the card

GEOS wrapper:

Timings are exported out for the user
Allow GEOS wrapper caller to move data on GPU (and therefore do not do upload)

Code changes:

Add clear to Collector

@FlorianDeconinck - I think you need to merge in main again as many of the same files from PR #6 seem to be getting updated here again, but with now outdated info.
