A new bugfix release for uwtools has come out that addresses fixing leadtime logic when processing 0-hr forecast.

We should probably move those individual pip installs out of that part of the Dockerfile and do it with a pip install -r requirements.txt like we use for the on-prem HPC systems as per the instructions. There was so much going on in that last PR that I didn't think to do it then.
