Adds basic scripts for installing Spack and ExaWorks SDK.
These are not intended to be highly robust scripts with exhaustive error checking and features. Instead, they are mostly intended to serve as a blueprint or set of instructions for installing Spack and the ExaWorks SDK. While they do provide some small measure of error checking, they will likely need to be modified for use in local environments.
