This PR adds installation of globus-compute-sdk and globus-compute-endpoint to both the container and HPC Spack Chiltepin environments. Some handling of dependencies was added (for dill mostly) to facilitate this. Dependencies for dill required modification to resolve compatibility issues with Flux.
