Update prep chem to fix bug in exglobal_prep_chem.sh #10

The prep chem job script is updated so that the script does not fail and continues to run if no gbbepx data is available.

This PR resolves issue #9.

@SamuelTrahanNOAA May you review these changes, and create a new tag called "gefs_v12.3.8"? A hotfix was applied to the exglobal_prep_chem.sh script in GEFS ops by NCO (more information can be found in issue #9). This PR serves to include these changes made by NCO. Thank you.
