Update to use netcdf/4.7.0 #15

Update to netcdf/4.7.0 since the default netcdf/4.9.2 it not working with "nf-config:"

It is inadvisable to downgrade to an older NetCDF version. You should submit a ticket to the Hera helpdesk to get them to fix netcdf 4.9.2.
