Lint MATS app files #1047

Right now our linter is ignoring lots of problems in the MATS code. These problems need to be addressed, so that the ignores can be taken out of the linter config file. I've already done this for METexpress.

I've been working on this, but I got bored so I switched branches to add visibility to the couchbase app. Will go back to linting afterwards.

Made lots of progress on linting this week. I want to get at least the individual apps linted before the partial sums are ready. MATScommon is another beast.

Still to be done: lint upper air, see if it is possible to remove all the query string replaces in the mysql apps and use string literals instead.

Upper air was linted as part of the cb-metar effort. I changed some function signatures in the common code, and it was easier to incorporate the changes into the upper air app if it looked like all the other apps.
