Add continuous variables to cb-metar #1123

This pull request contains code changes that allow the cb-metar app to plot partial sums of continuous variables, for both predefined regions and station plots. It also contains linting of upper air (sorry! I needed to change some function signatures and it was easier if upper air looked like all the other apps!), and a truth selector for the METexpress upper air, surface, and anomaly correlation apps.
