Upper air scorecards not working #1156

Ruifang noticed that out upper air scorecards always come back empty.

This has been fixed, although I would like to note that the HTML table we used for the client-side portion of the scorecard is extremely slow to render and can get stuck, requiring users to click the teal reset button before results appear. Long-term we should replace the HTML table with something else that works better, now that we've learned from doing the initial scorecard prototype. I'll create a separate issue for that.
