Deploy a second copy of cb-metar #1157

Deploy a second copy of cb-metar to the Rancher cluster and connect it to Capella instead of the on-prem Couchbase cluster. This way we can do side-by-side tests of the MATS UI with the different database clusters.

The development Rancher cluster has been updated with apps to point to both the on-prem Couchbase cluster and the Capella DBaaS.
