New capability to AMDAR app #233

Problem

Two things: 1) we need RHobsT in the amdar upper air app 2) we need to be able to look at temperature and statistics two ways: (a) as we currently do, wherein all aircraft that match the curve parameters are used, and (b) in a new way, wherein we only look at temperature statistics for aircraft that also have coincident water vapor observations

Need more info from Dave about what project this is needed for, and when it is needed.

Dave has requested this again. Would be easier in new ingest, but we won't have AMDARs there for another year.
