change the ~/VxIngest/scripts/VXingest_utilities/run-import.sh to use the new update metadata programs #299

We need to update the ~/VxIngest/scripts/VXingest_utilities/run-import.sh script to use the new metadata update scripts and if they work correctly take the cron entries out. It is better to run the update metadata scripts from inside the run-import because the run-import has a file locking mechanism that prevents running multiple metadata updates simultaneously.
