Convert all METplus ingest workflows to use Rocky 8 #348

Julie has recompiled the MET executables to work with Rocky 8 on Jet and Hera, meaning that they probably no longer work with CentOS 7 and are currently broken. Those workflows need to get moved ASAP, and any missing data backfilled.

The METplus workflows have all been converted to the Rocky 8 partition.
