Backfill FV3_GSL_Chem and FV3_GSL_C384 data to Feb 1 (METplus) #349

Judy has asked that we backfill FV3_GSL_Chem and FV3_GSL_C384 to Feb 1st. I will do this for METplus, and Jeff or Natalie can do it for RAOBs and possibly surface verification.

I backfilled these in order to test the move to Rocky 8. It all works!
