Replace 2.5 degree regions with 0.25 deg regions #364

In our global grid-to-grid verification, we're using the traditional EMC region masks, which are 2.5 degree (and some of which were generated on a polar stereographic grid!!). We should replace these with 0.25 degree region masks, generated from the operational GFS grid.

I went ahead and made the new regions because I was already working with gen_vx_mask, but I'm waiting on the global group's approval to implement them.
