clean up the .../VxIngest/mats_metadata_and_indexes/index_creation_scripts #371

These ~/VxIngest/mats_metadata_and_indexes/index_creation_scripts are now outdated by the index_management code and backups in the VxCbTest repo. We shoulkd clean this up and decide where to actually keep the index management script and the backup indexes. We definitely don't want them in two places.

Randy's comment: Make sure all of the clusters are properly indexed and backed up.

Still need to move the new index backup mechanism to the VxIngest repo.
