Add ability to segment ASOS wind statistics by sonic vs. cup-and-vane #91

The wind speed (and direction) observed by sonic anemometers vs. cup-and-vane anemometers can be quite different, especially in some weather conditions (e.g., low wind speeds). We need to be able to look at model minus obs wind statistics by {sonic-only, cup-and-vane only, or all} instruments. This needs to be done after the refactoring is done.

Dave: would be nice to be able to use as a discrminator. Would probably require an external table. Ability to differentiate by obs type becoming more important.

First step is to determine if this feasible. How would we keep external tables up-to-date.

Jeff has checked and the metadata included with our ingest files does not provide a clear way to do this, so further investigation is needed.
