Update surfrad ingest to produce partial sums #601

Currently our surfrad verification relies on model-obs pairs stored in surfrad3. However, these are very slow and can't really support dieoffs, so we need to add a surfrad3_sums database with partial sums calculated from the model-obs pairs in surfrad3. Dave has said that this is very urgent.

I have set up surfrad3_sums, now I just need to tie in the sums calculations to our realtime and retro ingest scripts.
