Adding a driver script. #13

Notable changes:

Driver script included that plots nearly all the HRRR temperature plots, with the exception of the temp diff between surface and 2m.
Transitions grib datahandler from pygrib to pynio (the NCL-like file IO package).
Using pyyaml built-ins instead of the ones I was supporting (like subst)
Added complete list of variables needed for HRRR maps (from ncl_hrrr.ksh).

A quick status update....I'm working through some pretty painful conda package issues on Jet with pynio. I'm hoping to update the environment.yml file as soon as I can figure that out, and you should be able to update and run this script there.

I finally have a jet conda environment available! Merging now.
