graphics for hail, latent ht flx, ltng, VIL, soilm #34

This is mainly additions for web graphics for:

hail - maxsfc, max atm, and HAILCAST max sfc latent heat flux lightning threat VIL - computed, radar-derived soil moisture availability

Also changed the upper limit on ceiling plots to remove pink over high terrain, but leaving as an issue to check

Also added get_transform as a UPPData method, and new conversion - m_to_in. updated tests for conversion and get_transform.

passed pylint and pytest.
