Adding raob sites for AK. #66

We need these sites for SkewTs in the AK domain. I took this file directly from the HRRR_AK SkewT code running with NCL.

I tested this with the RRFS_dev1 additions I plan to add for the NOAA-GSL fork of UFS SRW App.
