Remove the code that writes diag data to Zarr files, once we’ve switched over to reading diag data from Parquet (#431).

[ ] Remove Zarr writing code from etl.diag.save
[ ] Remove Zarr as a dependency

This is contingent upon whomever takes over deciding that Zarr files aren’t the right storage format, so I’m closing this to leave it up to them to decide.
