Get a VM like acsend-test1 running in the DMZ (requires docker and similar configuration)

ITS is working on this VM. They're estimating we'll have access to it by next Friday. (7/28/23) Moving this to blocked until then.

@bonnystrong - what's the priority on getting the scorecard into the DMZ? If my memory is serving correctly, that's no longer high on our list.
