Allow for static library linking for g2clib extension module #137

Allow for setup.py to find and build static library files for g2c and its dependencies. It is fairly early to find the static library file for g2c, but will need to find static library files for dependent libraries that g2c needs which are

libz (required)
libaec (optional)
jasper (optional)
openjpeg (optional)
png (optional)
