If RVR varies significantly, it may be expressed as e.g. R01L/0600V1000FT in U.S. METARs. In this case we do not have the mean value of RVR at disposal. We have the lower (600FT) and upper (1000FT) limits of RVR instead. How such an RVR shall be converted to IWXXM, where only the mean RVR is defined? Shall 'meanRVR' be set to 183 (= equivalent of 600FT in meters) and 'meanRVROperator' to "above"?
