Add NWM Lakes and Reservoirs to oCONUS domains

With successful #213, we now need to add the reservoir and lake data as hydrolocations to:

• [x] HI (Lakes, no reservoirs)
• [x] GL (Lakes, no reservoirs)
• [x] PRVI (Lakes, no reservoirs)
• [x] AK ((Lakes and reservoirs)
