Update Image Builder to use Shared Services Golden Image #679

It has been determined that using the Shared Services golden image fails to build on the HydroVIS image builder pipeline due to the restrictions already in place by STIG. The next step is to provide the build recipe to Shared Services for the EGIS servers so that they can create a separate pipeline for the EGIS servers.

Determining if we need to get an updated install and deployment archive from ESRI so that the pre-built images will be on the latest version.

It has been determined that the pre built images are too confined that we are unable to run the installation of the ArcGIS components. Will need to give Diwakar the pipeline and additional scripts so that a separate golden image for ArcGIS specific deployments should be done.

After discussions with Diwakar, we have opted to just get the pre-built AMIs from the HydroVIS Image Builder pipeline and use those images as base images for the Shared Services pipeline so it can be scored and run thru STIG. Adding Diwakar here as assignee as we will need two CFN templates for each of the generated builds (arcgis-enterprise and arcgis-base)
