Create a new service which shows bridges and can show the user one of three colors to define the threat of flooding for it. In casual discussion, this has been called "bridge centroids".

Usability
A green color will be shown if the bridge is not under threat
Yellow for warning
Red inundated
Not yet sure what the time period will be relavent for the threat level. ie) Do we use the same 18 hrs, 5 day, 10 day? Likely but unconfirmed
Are we looking a 75% to calc risk? How do we calc what triggers each threat level? Against nearest features on each side? How do we assign features hooked to it? or do we? Maybe just co-ords?
This is based on NWM forecasts only (of course)
We will not use the new temp bridge centroid data issued from FIM from 4.5.2.11 as that will become antoher temp new services for 2.1.8 which is purely static points of bridge locations.
We to figure data load system, including the db with the new bridge entities in it and intertion with NWM for updating other data layers for presentation. FIM Data loads will come at the same time as FIM HAND releases are at this point. This means the FIM TI data load scripts can be modified to add this portion.
