[13pt] Update AEP files to NWM v3

We want the new NWM v3 recurrence flow files to go here instead, so they're a little more accessible:

/inputs/rating_curve/nwm_recur_flows/

• Convert units from CFS to CMS
• Consolidate all domains
• Split out recurrence intervals into one file each
• Update tools and modules that use the recurrence flow files

  • Usgs Calibration
  • Cross-section subdivision

The updated flow files based on NWM v3 are in/inputs/rating_curve/nwm_recur_flows/. There is one CSV file containing flow for the CONUS, AK, HI, and PR/VI regions for all intervals in CFS: nwm3_17C_recurrence_flows_cfs.csv. Additionally, there is a separate file for each interval for all domains in CMS: nwm3_17C_recurr_{interval}_0_cms.csv. Please note that : 1- The streamflow AEP for HI and PR/VI have not been calculated based on the USGS Bulletin 17C technique. 2- The 100 year return interval have calculated only for Hi and Pr/Vi in NWM v3.

The following modules were updated based on the new AEP:

• src/bash_variables.env
• src/src_adjust_ras2fim_rating.py
• src/src_adjust_usgs_rating_trace.py

• tools/rating_curve_comparison.py The first three modules run as part of fim_pipeline.bash. The following figures show the rating curve comparisons based on the NWM v2.1 and NWM v3 flow files.
