[8pt] Review 4.5.2.11 flow and stage based error log results #1273

During the full 4.5.2.11 Flow based and Stage based runs, the new error logging system, picked up a significant amount of errors. These should be reviewed to see if some can/should be fixed.

Update: Sep 24: Reviewed all errors for stage based and all but two were not recognized as "dropped". Two were dropped in error relating to internal error for logging. 07040004 : zumm5 08060202 : bovm6

Ran a huc set that covered all of the stage based "dropped" items. Spot checked a large handful and they are all fixed. Most were dropped due to a bug in 4.5.2.11 which failed the site if even one stage was missing. Now fixed
