[2pt] MS Catchment Boundaries at Richmond, VA #158

MARFC reported an issue with the FIM v2.X MS mapping along the James River at Richmond, VA. As seen in images below, there is a catchment boundary along the middle of the river and this causes the FIM to be truncated. Would be good to see if this issues exists in FIM v3.0 MS. If so, determine what the cause is and if something can be done to mitigate.

Expected behavior

Would expect terrain along James River Park to flood from adjacent river and not from river segment downstream along bend.

It looks like the FIM 3.0.0.3 max stage inundation extent for that section of the James River is still missing. I will take a closer look at what the issue is. It could be related to the input data but it might also be related to a known crosswalk issue.
