Explore Manning N as a function of landcover from datasets in literature #430

From Greg Cocks:

Based on a literature search, 25 correlations have been located and summarised in a crosswalk.

Task: Hydrologists in conjunction with the modelers to review these literature search results – and develop (a) modeling crosswalk(s)

It seems likely that a series of crosswalks will be needed, based on regional hydrologic, geologic, soil, topographic and/or other morphologies.

Further, this will almost certainly be an iterative process, with the crosswalk(s) being refined as model runs are undertaken - and the assignments adjusted as part of the overall FIM parameter sensitivity analyses and testing (i.e. based on real world benchmarks, etc)

For rating curves, before exploring further, let's wait to receive the draft NWM v3.0 routeLink which already has N values for the floodplain derived from land use/land cover.

Sounds good. I will mark as low priority until that time.
