[13pt] Update NWM trace WRDS API call to use upstream in addition to downstream trace #683

It has been observed in CatFIM and evaluation metrics that "headwater" MS catchments (farthest upstream forecast point) are very large. This can cause issues. Will post screenshots.

Here is an example of the "tapered" flow-based catfim for AHPS site lmct2. There are currently not any flow data being passed to flowlines north of the AHPS forecast point. image

Added screenshots to the description. Thoughts on whether this is worth fixing and rerunning FIM3 vs. just updating within FIM4?
