Readmes and apply verbosity #28

Additions and Changes

  1. Readme updates and md format adjustments
  2. bmi.initialize() now actually reads-in and uses verbose from primary bmi-config.yml

Testing

  1. Standalone py scripts only

@SnowHydrology - There are some versioning hiccups here, mainly in how update() and update_untill() are defined...
