Add ngen integration workflow to gh actions #41

Reminder to include a ngen integration workflow similar to other formulation repos (e.g. cfe). Currently, the existing workflow yaml just speaks to (1) standalone & (2) bmi unit testing scripts.

I am pretty preoccupied at the moment. Does anyone want to take a shot at it? It is fairly straightforward. Just copy over the ngen_integration.yml from one of the other submodules and make a few minor changes. I am ready to help if you needed.

@stcui007 - I went ahead and assigned this to myself :) I'll take a stab at it next week and will reach out if any issues come about. -thanks!
