Baseline: Create test realization configurations

Starting with a simple global multi-bmi realization with a single component, create successive realization configuration files for conus baseline testing.

This following list may be adjusted as basline configurations are honed in, each realization should contain the previous formulations in the list in the multi-bmi configuration.

NOTE TODO determine a good location in the repository to commit/document each of these realizations and determine a naming scheme that identify each
