Ngen instruct

Includes all information (files and instructions) for building and running snow17 in the framework over single catchment; coupled with CFE & PET.

Replaces NOAA-OWP/ngen open PR here.

Testing

On a MacOS Monterey M2,

1. Standalone as outline in INSTALL.md
2. In ngen, coupled with CFE & PET for cat-27. See NGEN_EXAMPLE.md
