Make a python wrapper for the cython compute_network call #93

Per conversation on 28 July 2020, wrap this call to confirm index sorting, column members, etc.

The idea is to simplify the interface so that a user will not have to separate the dataframe elements and will have some built-in consistency and error checking before the C-library call.
