This ticket can be resolved once we have designed a solution and implemented it. Leaving as normal priority and in the backlog pending prioritization of the NWM team requirements for use case #115608.

Going with a rare low estimate: 64 hours. This feels like a new set of "skill score" metrics. However, the design could involve a different approach were the user indicates they want skill scores and then selects the metrics to apply them to. Either solution seems like it should be pretty simple relative to the other NWM requirements.
