Currently, we can only select locations based on:

No specification (i.e. all)
one or more location IDs
one or more gage ids
one or more rfc's
detailed polygon specification within the config
detailed circle specification within the config
one or more closest coordinates
HUC sub and super sets

We need more and cleaner options

Shapefile or wkt selection might be nice. JTS might make that easier.
