A new mode would set the session to always ignore dsg properties of files and run as if using previous versions. By default the enhancements are turned on, but to turn them off for the session,
CANCEL MODE DSG
This is a request from Ned, and is probably a good idea anyway as we roll out this capability.
If datasets are already open and the user does a "cancel mode dsg", check to see if any of the open datasets are DSG files, and if so, issue an error. They need to close the DSG datasets so everything is consistent.
If MODE DSG is in the canceled state, and datasets are open, issue an error. There shouldn't be ambiguity about datasets that may be dsg datasets, but were opened under the state of non-dsg-ness.
