Add check for valid clean dirs #1154

Reported by heather.koyuk on 1 Nov 2011 17:30 UTC As in the case of http://nomads.ncdc.noaa.gov/thredds/wcrp-cmip3-sresb1.html, which has both the unaggregated data and the aggregated data available in the remote catalog itself, we want to be able to identify that the aggregation(s) cover the non-aggregated datasets and use the remote aggregations only.
