Allow lat/lon range to be set when adding an ERDDAP DSG data set. #1755

addDiscrete determines the lat/lon range from the data set which is in turn used by Ferret to create the extents of the plot. This leads to some odd shaped areas particularly for trajectory plots.

Add an option that allows the lat and lon data set extent to be specified from the command line.
